I've been following this thread and I seem to recall reading, in a book by Sanders (can't recall the exact title, it's about the 2nd Temple period), that Qumran may have been in the same administrative jurisdiction as Damascus and was lumped in with, and referred to as, "Damascus", the largest city in the jurisdiction.

Does this make any sense?
