Was Saul/Paul necessarily given arrest warrants? Why could they not have
just been letters of introduction. Afterall, it is not inconceivable for
the Jewish authorities in Jerusalem to have had connections in Damascus
- Roman or otherwise.

Just a few sheqalim.
