Just by way of information to those who don't subscribe to BAR, in the latest
issue Edward E. Cook has an article proposing Qumran as a "Ritual
Purification Center" where those rendered unclean under the legislation of
the Temple Scroll, and hence not permitted to remain in Jerusalem, could
fulfill their period of purification. He cites 11QT 46.16-18:
"And you shall make three places to the east of the city, each separated from
the other, where lepers, men with a discharge and those who have a seminal
emission shall enter."
Also he asserts (p. 49) that "the same scribe copied the Community Rule from
cave 1 and a Samuel Scroll from Cave 4. Another scribe copied both the
Pesher Habakkuk from Cave 1 and a Temple Scroll fragment from Cave 11."

I have not read these articles or viewed the texts allegedly from the same
scribes. Perhaps someone on the list has, and can give us a second opinion
on whether the same scribal hands were at work. If so, this might affect
some of the recent theories on the multiplicity of scribal hands in the
Qumran texts.
